EAERE AT IPCC
Since 2021 EAERE is an accredited observer organisation to the Intergovernmental Panel on Climate Change (IPCC), and may designate representatives to attend Sessions of the IPCC and Sessions of a Working Group at plenary level. The admission process of organisations as observers at IPCC was adopted by the Panel at the Twenty-fifth Session (Mauritius, 26-28 April 2006), Amended following the decision of the Thirty-first Session (Bali, 26-29 October 2009) and Thirty-fifth Session (Geneva, 6-9 June 2012).

EAERE participated in the following IPCC events:
The 57th Session of the Intergovernmental Panel on Climate Change (IPCC-57) was back in physical presence, after the pandemic period, in Genève (Switzerland), on 27-30 September 2022.
The major news is that the IPCC Synthesis Report has been rescheduled for approval in March 2023. The synthesis report, originally scheduled to be approved at this IPCC-57 session, will therefore not be available to the climate policy-makers in Sharm El-Sheikh (Egypt) for UNFCCC COP-27 in November 2022.
The three reports by the IPCC Working Groups (WGI addresses the physical science basis of climate change; WGII addresses climate change impacts, adaptation and vulnerability; and WGIII addresses options for reducing greenhouse gas emissions and mitigating climate change) are ready. The three Special Reports of the 6th Assessment Cycle (2015-2022/3) are also ready: Global Warming of 1.5°C, Climate Change and Land, The Ocean and Cryosphere in a Changing Climate. They have been prepared with limited delay and successful efforts despite the Covid crisis; but combined delays, together with organisational problems, have impacted on the delivery of the Synthesis Report.
IPCC-57 has been consequently devoted to understand the reasons of the delay and to prepare a proposal for the 7th Assessment Cycle, to improve governance and guarantee continuity in the high quality and scientific soundness of reports production. Among issues discussed is the Transition to the Next Assessment Cycle, including lessons learned, timing of elections, length of the next cycle, structure of the IPCC and Working Parties bureaus, with special attention to gender and geographical parity.
IPCC-57 participants also considered progress reports by the Task Force on National Greenhouse Gas Inventories and by the Task Group on Data Support for Climate Change Assessments.
From EAERE’s point of view, interest has been raised during discussions about possible new Special Reports. The option of a specific report on economic aspects of climate change could have a potential for approval. Economic modelling, carbon pricing, carbon taxation, carbon markets, elimination of fossil fuel subsidies, …, may be elements nourishing proposals to be conveyed through IPCC national scientific experts or, maybe, by EAERE itself as an Observer organisation to IPCC.
400 scientific experts designated by Parties (Governments), IGOs (International Governmental Organisations) and Observers (think tanks, civil society organisations, …) participated to IPCC-57. A member of the Policy Outreach Committee, Aldo Ravazzi Douvan, participated as EAERE observer. The next meeting, mainly focused on the approval of the IPCC Synthesis Report, will be hosted again by Switzerland (Interlaken, 13-17 March 2022).

Fifty-fifth Session of the IPCC (IPCC 55) and Twelfth Session of Working Group II (WGII-12)

Between February 14 and February 25 2022, the IPCC held its Fifty-fifth Session (IPCC-55) and Twelfth Session of Working Group II (WG II-12) in a virtual format with the support of Germany. The main agenda items of WGII-12 were the approval of the Summary for Policymakers (SPM) of the Working Group II contribution to the Sixth Assessment Report (AR6) and acceptance of the underlying scientific technical assessment. EAERE President Phoebe Koundouri and EAERE Vice-President Enrica De Cian participated in the Sessions as EAERE representatives.

Fifty-fourth (bis) Session of the IPCC (IPCC-54 bis)

At IPCC 54 bis mainly the budget of the body was presented and discussed. EAERE was present at the conference with Phoebe Koundouri and Simone Borghesi as delegates.
Fifty‐fourth Session of the IPCC (IPCC‐54) and Fourteenth Session of the Working Group I (WGI‐14)

During these meetings, the Working Group I contribution to the Sixth Assessment Report, Climate change 2021: The Physical Science Basis was presented. The report addresses the most up-to-date physical understanding of the climate system and climate change, bringing together the latest advances in climate science, and combining multiple lines of evidence from paleoclimate, observations, process understanding, and global and regional climate simulations. EAERE was present at the conference with Xavier Labandeira and Aldo Ravazzi as delegates.
